Observe others. If you find an artist whose work you like, watch their streams / videos of their process. You can learn a lot from watching. If you like someone's style, you can try to merge it with your own art - it's not a bad thing if it helps you learn (don't copy+paste though). Eventually, you'll start mashing your own ideas along with inspiration/styles from other artists/pieces of art and viola! You've got your own cool way of doing things. Reference photos whenever you can and look up tutorials. Don't get discouraged when someone else makes the most gorgeous art ever - no artist wants to hear that their artwork stopped someone from following their dreams. If you like what YOU have created, that's the best piece of work in the world. You are your own harshest judge.

Don't forget to color the shading and lineart! It makes a huge difference but can be forgotten after a long coloring job.

Never stop drawing! Make sure to practice as much as you can. Also, look up the elements and principles of design online, there's a lot of good advice there. And never be afraid to experiment!

Take your time. It shows if you have put time into a design or not. Rushed designs can look sloppy, but if you take your time and make sure everything looks fabulous, that's what sets okay designs apart from omgamazing designs.

don't ignore shading, its good to make sure it fits your design. for example. orange shading may make a blue pet look muddy

Play around with the different layer modes. Quite often using something besides normal mode can produce affects that really make a design pop. Also don't be afraid to mess around with the brush presets. A brush that looks pretty plan, can turn into something ideal for a texture or design if you just spend some time playing around in the presets of the brush and take your time exploring.

Always remember to color in the lineart a darker color than whatever colors are around it. For example; if you have a red base, color the lineart a darker red. It makes the final image so much better and makes it look more natural.

Upsize! I work 800x800 on my designs; it allows you to get a better look at what you're doing and a cleaner product. Sometimes it's good to downsize before doing the highlights or other small detail work though, otherwise that might get lost when you downsize!
