The moment you have all been waiting for...you can now catch monsters as custom pets!
The first thing you will need to catch monsters is a Monster Certification, which acts like a skill item. When you obtain a Monster Certification, you apply it to your active pet to give that pet the skill to catch monsters as customs.
You may be well on your way to catching monsters if you have been keeping up on your museum collection of monsters (previously in the Adventure/Battledome features but ported over to the museum). You can view your collection of Ay and Ara monsters here in the museum.
When you collect one of each monster in Ay and Ara, the museum operator will give you a Monster License to use on your choice of pet. If you want to get started RIGHT NOW, or you don't want to collect monsters first, you can pick up a Monster License in the USD Shop for $10.00.
You can read about monster breeding and customs in their new Knowledge Base article. Note that we only have lines for a certain number of monsters, and no shading available, so if you want to use Recolor Potions on the monsters you capture, it would have to be the ones with source files available.
However, the userbase can alleviate the problem of having no source files by donating relines to this thread. When a reline is donated and accepted, everyone can start customizing the colors of that type of monster.
Speaking of Recolor Potions, because you'll be needing them for the monster release to customize your monsters' colors, we've decided to re-release them into the USD Shop for some pretty cheap prices. You can pick up a five pack of Recolor Potions for $8, or a ten pack for $12.

Ugh, of COURSE it's luck based, and with 10% that means that I am never in my entire life going to be able to capture one as a custom no matter how hard I try because my luck it terrible.

They're flooding the Welcome Back page so much that it's now -entirely- monsters and not new normal custom pets. It would be nice if they didn't show up there, considering how relatively easy it is to get a monster.

I'm a little unclear about the customs part of this. After you acquire the license thing and you catch a monster, are you actually catching a monster in it's default form, no art work required or is it you are simply gaining access to it's PSD? I have no art abilities and no means to pay for art so if this is just a way to make customs it's not something I need to bother with, besides I like some of the monsters as they are.

And what about all those monsters from event areas? Holiday Lane, Apocalypse event, Rainbow Sky, etc? There are some really awesome monsters I would love to have a custom of, especially those Apocalypse monsters and the ones from the Haunted Forest (those shadow wolves are just OMG!). This feature is great but for me the main reason to obtain the monster certificate would be to create customs of those event monsters....

Kittaly (#5291) when you catch the monster, you get a pet with the same coloring of the monster you captured. After that you can change its coloring with a recolor option. So if you don't want to change the coloring, not art work is needed

I don't think old event areas will ever be available, at least not all of them. People have used their custom SCCs as monsters in the event areas, like the Bex from the Fauna Event. So, they would be really upset (I'd imagine) if suddenly everyone could catch their customs.
