-seems- unfair sure, but raffles aren't -fair- by a longshot. they're raffles. someone who puts in only one ticket could win despite someone putting in hundreds, and someone putting in hundreds might lose.
What is fair, is the rules were addressed before anyone paid, and those rules were followed.

idk tbh it seems unfair to let a person win more then once in the same type of raffle...
