Re-submitted entries are submitted by their artists, though.
Staff can't just go back into previous months and pick out nice sets because they're lacking entries, if that is what you're suggesting. Often, old bases are used in the artist's own HA shop or sold to other users. Or the artist may just don't want to re-submit it for various reasons.
That said: If you read through the comments, you'll notice at least two artists that went "oh no, I wanted to re-submit but forgot". And I agree, it would have been cool had their sets also been a part of this.
