I'm not trying to revolutionize Aywas as we know it. I made an observation that typically (granted, not always) holds true. I, for one, am not up for theoretical debates. No need to write up a novel pointing put every possible flaw in my passing idea, but thanks.

While the race can end before it begins, the chosen theme really doesn't decide on an ended race. The last three months has had clear winners, but just four months ago, three sets were running neck to neck with very different themes.
The dragon knight from October 2014 was one of the sets that won with something like 60% of the votes, and that is about as far away you can get from cute and delicate. Everyone knew the dragon knight would win the moment it was submitted, and it was running against a Halloween witch with adorable pumpkin bats. Following your logic, the witch should have won... You don't know what will win just from looking at the theme.
Also, one thing that can factor in hugely, is what a set is running against. If two almost identical sets are submitted the same month, they will steal votes from each others. If there's three cute fantasy creatures, three pretty dresses and one cool armor, the armor most likely will win. One of the main reasons a lot of the cooler sets haven't won lately, actually is that they've competed against similar cool sets. You can't just isolate one thing as "what makes a set win". On top of that, the set that won the month before, can affect votes for the following month, as a lot of people will vote for something very different than the last winning set. Just looking at the last five months winners should show that pretty clearly.
Also, I think you're underestimating how well artists can interpret a theme into whole new territories. Something beautiful can also be super cute. Or cool. And something cool can also be done cute or beautiful. You'd see overlaps all the time.
Saying a set should be cool, doesn't stop all submitted sets from being pretty dresses. I mean... Really... I'd be one of the people tempted to stretch the theme every single time, just to have an entry that stood out and create variety.
