If you didn't make or commission the pet, say it was a premade or on someone else custom lines you need to get the permission of the maker of the premade or maker of the lines.

My brain was processing the "If the custom is selected, it will be changed into a random site pet!" as your pet will be made into a new site pet and not turned into a random site pet like if you used a potion on it. That is where my stupid question came from.
