I think at least one of the raffles should have had a limit to the tickets you could buy so it was fair for everyone.

THe issue I see is that pretty much wherever you put it, it might end up 'cheaper' than the lunaris making potion. But if anything, I'd say give it out for free for ppl who purchase 200 GP, instead of the Quil stone.
