Maybe for special promotions. It could be in something similar to a bottled Starlight, but be slightly more expensive (i.e instead of 250GP it would be 275GP or something?) perhaps the promotions could be anything from small events or even something like cooking (But the items would be HARD to obtain) Or even have them gifted out by random to active users? Such as 2 potions every month or two.

Anyway, as for how to give them out,...
Hmmm.
How about via an item. First off, the item would be admin distributed.
And it's 1] possibly a random online prize.
2] Soemthing that you can only get around days that the lunaris plays a factor in. [like today for example]

Maybe with a special item like the alt Quil that can only be obtained through random contests? Or maybe a thank you gift from admins to people they see being good for the community? You know, people who are running charities and helping answering questions in the help forums? Maybe these could be something special randomly given out to people like that who make this community such a great place.

Hmmm... Maybe give them out through the use of a rare item? (sort of like the love potion 9 with Oskes and Melo) Then that item can be a random prize for today and released through future events, admin auctions, etc. *shrug* Either way, it seems pretty desirable! XD
