Everyone has the right to buy as many tickets as they want, and everyone has the ability to go explore for BP as much as they care to. It's not as if the tickets cost 100,000BP (or 1GP, for that matter); you can earn more than 1,000BP in as little as two clicks in the rainforest. Heck, a newbie could sell his Newbie Package and buy 60 tickets if he wanted. If someone's earned enough BP to buy a ton of tickets, and wants to spend their money in that way, then they've earned that right; no one's attempting to conceal the fact that you're allowed to buy multiple tickets. It's no secret that things like the raffles and admin item auctions are BP sinks. The price is set low enough that it's not "targeted" at people with lots of BP.

I'm at 300. I know it's supposed to be a BP sink and all, but I really would feel better about my chances if there was some kind of cap. *worries about the thousands of tickets others are probably buying*
