Rhys (#79986) Claud will sometimes drop them as rewards from cooking and you can get them from completing museum fossil or other adventure item turn ins. This might be a more reliable way to get them.

When you make something new, you might want to, I don't know, actually make it available?
I have yet to see the Dragon Flower Tea available in the shop, at all. Can't buy it if it isn't actually in stock, just sayin.
