This is a quick reminder that the new Commissions feature is NOT for posting artwork advertisements that would not result in a fee. That means: no brand new SCC base posts, no regular artwork posts, unless you are willing to pay the fee associated with using the feature.
It is far too much work to have to check every single post to see if a fee applies, and would not make it worth keeping the feature if that were the case. If you have a post up that would not result in a fee and do not want to pay the fee, delete it immediately. Thank you for understanding.

Is it okay for people to advertise that they'll take alternative forms of payment for things like PSD uses for people who don't have the means to pay in USD?

No -- if you complete a commission through the panel you have to pay the fee. Getting into paying a fee on a GP sale sounds like a mess for both parties (admin and artist).

Do PSD uses offered through the commission panel have to be sold exclusively through the panel then, or can an artist also sell uses of that same PSD for GP on the design forum as long as they don't include that in their commission post? Is it okay to PM an artist to ask if they also sell that PSD's uses for GP? I'm just wondering because I purchased a PSD use through the commission feature with USD, but I won't always have that option, so I want to know where my boundaries are as a buyer.

I want to know if PSD uses are allowed to be sold via both the commissions feature AND the design forum at the same time, as long as the commission panel isn't being used to direct people to the GP sales, thus undercutting the fee that's supposed to be paid for using the commission feature.

A seller can sell the PSDs wherever they want as long as they don't advertise that they will *only* be available through GP/USD/whatever. If the sale thread/commission does not say that PSDs will be sold *ONLY* for USD then they are allowed to sell them for GP/BP/etc. at the same time or at a later date.
My understanding is that a seller can put a PSD up for X$ USD but also post in their commission post that they are selling it at -link- for X GP. If they complete the GP transaction through the commission feature though (which would be on them as the seller) they still owe 15% of whatever their commission is listed as.
I hope that makes sense xD
