I believe that there is a Elegant Finn down under there. Why else would you get so much edible coral? It knocks it off with its tail, and sends it floating to the surface for people to pick up. And it's edible because we all know that something as sugar-sweet and pretty as the Elegant Finn has to have some magic in that tail. Plus, wings aren't JUST good for flying.

The stuff sticking out of the water is just a decoy. A bunch of ozoa have drifted in close to the shore. Beware!

Xaoc. Underwater, scuba diving xaoc. The robe has all these air bubbles trapped in it, though, so there's some issue with buoyancy.
