So, as you may have noticed, this year's batch of Love Letters are a little shy.
They are assigned to the proper places and are the correct rarity, but for some reason they're still not being found--something that needed a mass-release to figure out. I'm currently waiting on word from Yasu to see what's up and we'll give you the all clear when the issue is fixed.
I've seen a lot of people stomp their feet and give up on this event already.
Let me take a moment to remind you that, you know what, things break, and things get fixed, and I'm here to reassure you that Love Letters will be obtainable. Everyone is going to have the same amount of time to find them and Love Letters won't be going back to AD rarity until after the Seasonal Shop closes, so please relax. When have I not

Yeah, when we have an event that doesn't have a bug I'm not going to know what to do with myself. XD They were supposed to be in explore and adventure, but clearly all the locations hate me so we might make it just adventure. - Eri

I know, even a few days lost to being able to look for them will still be ok. I'm just going about business as normal till then. I figured that if people hadn't seen them yet we'd need a Yasu alert xD.
