I assume that they can only choose from the plushies submitted? Or just from any custom from the custom database?

They can choose any custom provided the owner of the custom is okay with it. What I meant by bribes is that another user can pay the winner BP/GP/whatever to get their custom in the set, provided it follows all the restrictions.
