Letters are restocking in the Random Shop. They're uncommon so you should see them in reasonable quantities every restock. You can mail them to a friend and they'll include a letter you can see on the 14th by going to User Settings->Open Cards.
Start sending your cards! =D
PS: To send a card, use "Mail Letter" or "send to random user." They won't get the ITEM, but they'll get the message to open.

I sent like five now but have not seen VDP anywhere. I haven't seen any more in the shop either so now I am almost out.
